Introduction

Do you have an interest in land conservation? Do you enjoy managing projects and solving complex land use issues in a fast-paced, collaborative environment? Do you enjoy research and working with diverse stakeholders? The Loudoun County Department of Planning and Zoning is seeking a qualified professional for a newly created position of Stewardship Manager to oversee the County's 300+ permanent conservation and open space easements, which currently totals over 83,000 acres. After a training period, this position is eligible for two days of telework per week.


Job Summary

The ideal candidate understands the value of land conservation and open space easements and is comfortable with interactions with the public and other County departments. The ideal applicant prioritizes problem solving and collaboration, and thrives in a fast-paced, result-oriented environment. The successful candidate will oversee all conservation and open space easements, determine compliance with the terms of the easement through deed research and interpretation, and interact with easement holders to ensure proper administration of the easement. The Stewardship Manager will assist with reviewing building and zoning permits for compliance, educate property owners on terms of the easement, perform site visits, perform Geographic information Systems (GIS) reconnaissance, and work with the County Attorney's Office to resolve conflicts and work cooperatively with land trusts. Further, the position is responsible for the creation of standard operating procedures for the Stewardship Management Program, including scheduling site visits, as well as preparing periodic presentations to update the Board of Supervisors on the status of the program.

The successful candidate must have excellent writing, communication, interpersonal and facilitation skills; strong analytical and problem-solving skills; and the ability to communicate effectively with staff, the public, and elected and appointed officials.

Hiring salary is commensurate with experience.


Minimum Qualifications

Bachelor's degree in planning, Management, Public Administration, Urban Management, Architecture, Business Administration, Landscape Architecture, Geography, or related field; three (3) years of related work experience; or equivalent combination of education and experience. Experience utilizing GIS and related mapping applications and local government experience preferred.

Preference will be given for membership in the American Institute of Certified Planners (AICP) and for being a Certified Zoning Official (CZO) or Certified Zoning Administrator (CZA) through the Virginia Association of Zoning Officials (VAZO). Knowledge of local government, planning and land use, or private land trust experience in Virginia is also desirable.


Job Contingencies and Special Requirements

Attendance at night meetings after normal business hours may be required.
This position requires a valid driver's license, criminal, credit, and DMV record checks. Teleworking is an option after a training period. Relocation assistance is available to successful candidates who live more than 40 miles away.
